Since the eastward enlargement of the EU, many partnerships with Eastern neighbors have been established and strengthened. Exchanges with these countries are fundamental to an European foreign policy based on cooperation and solidarity. In view of the new challenges facing the EU and the increasing influence of Russia in the former Soviet region, the Franco-German Youth Office (FGYO) was asked by the foreign ministries of Germany and France to strengthen its exchange programs with Moldova and Georgia. The aim of these measures is to strengthen civil society and to support democratic and pro-European movements of young people, as well as a peaceful dialogue.
Countries eligible for FGYO funding of trilateral projects are Armenia, Azerbaijan, Belarus, Moldova, Georgia, Russia and the Ukraine as a priority partner country.

Adapted to the different situations in the countries of the Eastern Partnership, these measures are intended to:
- strengthen pluralism,
- foster European values and impart values through civil society dialogue and cultural policy measures,
- provide a perspective for young people through a range of academic, vocational and socio-political education and training,
- promote dialogue and understanding.
Special fund for projects with Eastern Partnership countries and Russia
The German Foreign Office (Auswärtiges Amt) provides the FGYO with additional funding to promote trilateral projects with countries of the Eastern Partnership and Russia.

Applications for FGYO-funding for trilateral projects should be sent with the completed application form directly to the relevant department at the FGYO, depending on whether it is a school exchange, an extracurricular, professional or university exchange or a project in further education.
