The focus is on Albania, Bosnia and Herzegovina, Kosovo, Montenegro, Northern Macedonia and Serbia. Occasionally, Croatia, Slovenia or even Greece and Bulgaria may also be of interest for specific project contents.



Tasks and function


  • Conduct an inventory of existing networks with the aim of identifying and complementing cooperations and synergies;

  • Raise awareness of youth work actors and target groups about the programmes and the role of the FGYO;

  • Accompany and train actors of international youth mobility within the framework of trilateral projects;

  • Raise awareness of existing funding opportunities and support project promoters in planning their projects and applying for funding with their German and French partner organisations;

  • Carrying out informational events, further training and network meetings, as well as coordinating steering groups between actors from France, Germany and the Western Balkans;

  • Political dialogue and communication with various institutional actors with an interest in the region;

  • Maintaining dialogue with the Regional Youth Cooperation Office of the Western Balkans (RYCO);

  • Regular reporting on the tasks carried out and close cooperation with the FGYO and the respective units.

Profile requirements


  • Very good knowledge of the FGYO’s work and programmes;

  • Competences to provide information, training and guidance to different professionals to initiate intercultural youth encounters and organise network meetings, working groups or trainings in face-to-face or digital formats;

  • Experience in organising Franco-German and especially trilateral or multilateral projects of international youth exchange with the FGYO;

  • Experience in important topics of international youth exchange in relation to political education and intercultural learning;

  • Good knowledge of the landscape of associations and federations, non-formal education as well as youth policy in Germany, France and the focal region of SEE;

  • Sense for political priorities and fields of work in the region;

  • Very good contacts with institutional actors (embassies, consulates, ministries), (political and cultural) foundations and organisations of development cooperation;

  • Very good knowledge of German, French and English. Knowledge of another Southeast European language is an advantage;

  • Strong communication skills to approach new partner organisations and target groups for FGYO trilateral programmes.

What the FGYO offers


  • Staff and travel subsidy;

  • Participation in meetings of various FGYO networks;

  • Further education and training offered by the FGYO;

  • Possibility to continuously improving the pedagogy of youth mobility measures

Associations, federations or structures in Germany or France that employ regional advisers or conclude a fee contract with a multiplier, receive a staff cost subsidy.


The application must therefore be submitted by a German or French organisation proposing a person as a regional adviser.

The organisation must also prove that it will cover 20 % of the staff costs or 20 % of the costs of the regional adviser concerned, e.g. for telephone, additional travel or material costs.


Furthermore, regional advisors cannot cumulate their function with a position co-funded by the FGYO or by the Franco-German Citizen’s Fund.


The subsidy for personnel costs is 1,250 € for 30 working hours per month. An amount of 5,000 € per year is earmarked for the travel expenses of the regional advisor. Depending on the application and the availability of additional funds, further funding for events can be provided. 



How to apply


  • Describe in a letter of motivation why your organisation and the person with whom you are applying for a staff cost subsidy are suitable;

  • Send us the CV of your candidate - including language skills, knowledge of the respective region and information on other important qualifications;

  • Submit a concept with precise and detailed proposals for the establishment and stabilisation of a qualified network whose aim is to promote mobility and the organisation of youth encounters between France, Germany and countries in SEE, which, in the long term, also contributes to stabilisation in the region and supports e.g. integration plans.

Selection procedure


Applications are submitted to a selection committee composed of the FGYO’s General Secretaries and its staff. The “Regions, Europe and Neighbourhoods” Unit will be particularly involved in the process.

An initial selection will be made on the basis of the experience, qualifications and project ideas presented in the documents submitted. The selected individuals and organisations will thereafter be invited for an interview (via video conference). A briefing and training meeting with the other FGYO regional advisors is planned for the end of September 2023.
