A key challenge for international youth work is to heighten young people’s awareness for social and political coexistence in Europe while broadening their understanding of wars in Europe. With this opportunity in mind, in 2023 the Franco-German Youth Office (FGYO) and the Foundation Remembrance, Responsibility and Future (EVZ Foundation) are launching a joint pilot project entitled ‘War(s) in Europe. Shared experience, collective memory? – Germany, France, Bosnia and Herzegovina’.


From 2 to 6 May 2023, the FGYO and the EVZ Foundation will be offering an interaction with specialists as part of the effort to address this topic. The offer is intended for specialists in formal and non-formal education from the three participating countries who already have experience in (international) youth education. Participation is also open to practitioners who, in their field of work, seek to develop or deepen their involvement with different experiences of war and conflict, as well as the European culture of remembrance; and to multipliers who can pass the content addressed along to specialists in their respective settings. The group will consist of a total of 12 specialists.


The aim of the interaction among specialists is jointly to develop approaches and methods for international youth education that will then be tested in an exchange project held in September/October 2023 with young people between aged 18 to 24 from Germany, France and Bosnia and Herzegovina. Drawing on the findings gained in a youth encounter as part of a second interaction with specialists in November 2023 (in the period from 13 to 24 November, online, two half-days), the approaches and methods developed will be evaluated, adapted and subsequently published. This will lead to ideas that go beyond the programme scheduled for 2023 and can be implemented in a lasting way in international partnerships and exchange programmes.




Content and methods



The war in Ukraine offers an important frame of reference for the programme and an occasion to delve into, imagine and understand ways of coming to grips with wars. The programme will consider different experiences of war and conflict – from the First and Second World Wars, and from the wars in the Balkans. This reflection also centres around the opportunities for and limits of developing shared European cultures of remembrance, concentrating on different national, local and family approaches to remembrance and strategies of dealing with the past and continuing through to include efforts to achieve peaceful coexistence.


The approaches and methods developed are designed to facilitate development of a deeper understanding of the diversity of forms of dealing with the past in young people’s home countries, as well as any problems (stereotypes/taboo status) in their national interpretation of history (collaboration/resistance/survival strategies). In addition to promoting an increased capacity for empathy, the project also aims to facilitate training in participants’ tolerance of ambiguity.

Registration



The programme is aimed at specialists in formal and non-formal education from Germany, France and Bosnia and Herzegovina and will be held in English:


  • Target group:
    • Specialists, practitioners and multipliers from different institutions involved in (international) youth education, as well as teachers



  • Requirements:
    • Interest in cross-border networking and the European culture of remembrance


    • Knowledge of the English language (level B2/C1) required


    • Willingness to participate in a kick-off meeting (90 minutes, online) held on 25 April 2023 and two interactions with specialists to be held in May (3 days in addition to arrival and departure) and November 2023 (two half-days, online)


    • Interest in assisting with the youth encounter in September/October 2023 (not a requirement)



The FGYO will covers the costs of lodgings (accommodation in a double room, full board), programme costs as well as travel expenses up to a maximum of EUR 400. Participants will arrive Tuesday, 2 May by 6:00 p.m. and depart Saturday, 6 May after breakfast. Participants’ attendance is assumed for the entire duration of the interaction with specialists.
