In addition to its work in Central and Eastern Europe (CEE) and South-Eastern Europe (SEE), the Franco-German Youth Office (FGYO) maintains close cooperation with the countries of the eastern and southern Mediterranean rim, in particular Algeria, Morocco and Tunisia.
The first youth exchanges date back to the 1970s and intensified in the 1990s, parallel to the development of exchanges with the CEE countries.
In the wake of the Arab Spring, cooperation between France, Germany and these three countries have experienced a new upswing since 2011. Several network meetings have taken place over the years. At these meetings, the partners exchange views on the prospects for international youth exchanges and define joint priorities for their work. In 2025, the members of the Maghreb Network adopted a charter. It provides the network with a common framework based on the following fundamental values: promoting relations between young people from different countries, strengthening mutual understanding, combating stereotypes, promoting democratic principles, diversity and protecting the rights of children and young people, etc.
